1.  Introductions and welcome

Michael Paynter took the chair and introduced those present.

2. Agenda

The agenda was adopted.
The following items were added to the agenda;

            Ladies Trophy (Chair)
            Gate Starts (Chair)

3.  Minutes

The minutes of the World Council meeting of August 12, 2013, as posted on the web, were approved.

4.  President's report.

Michael Paynter presented a combined WTC and ATC written report.

5.  Regional reports

Europe & TAUK.  John Lawton presented a written report on behalf of the Chair TAUK

North America.  Anthony Boscolo presented a report on behalf of the President NATA.

Japan.  Ikuya Tanaka presented a written report.

6.  Executive Secretary's report.  Chris Parkinson presented a written report.

7. Copyright Holder's report.  Julian Bethwaite submitted a report which was read to the meeting by Michael Painter, a copy is attached.

8. Chief Measurer's report. Michael Karas presented his written report,

9. Proposed Rule Changes:
Change to Rule C.1.5 (see attached)
JTA presented a paper on the proposed Rule Change (copy attached)
It was agreed that the following be changed.
Existing Rule C.1.5 be deleted and replaced with a rule that allowed for sails already sold and fitted with numbers remain Class legal and do not require them to be replaced or repositioned.

10. Site of the next World Championships.

2017: Ikuya Tanaka, JTA, confirmed that the 2017 World Championships in Japan would be held at Gamagori Japan in the Summer of 2017 (end of July - early August).
A detailed presentation on the event was given during the regatta.

2019: Roger Pescod, TAUK, confirmed that they were prepared to host this event. The current planning is for the event to be held at Hayling Island, Hampshire, in the south of England.

11. Other business.

Electronic Compasses
Martin Linsley (Aus) expressed concern regarding the wording of the Class Rule and Interpretations relating to the use of electronic devices.
Michael Karas, Chief Measurer, stated that these were to be included in the review of the Class Rules proposed by TAV at the Measurers meeting.

Asia/Pacific Championships
Michael Paynter, President WTCA and ATC, outlined the ATC proposal to hold an Asia/Pacific Championships at Batam Island, Indonesia, mid year 2016. Boats for the event would be arranged by the organizers and the event to be a Round Robin format. (Batam Island is where the Tasars are built)
Alistair Murray (Aus) spoke about the 2 resorts on Batam Island that could host the event.

Ladies Trophy
Michael Paynter, spoke about the Ladies Trophy that is awarded to the first lady in the Championships, irrespective of whether she is a skipper or crew. He felt it was no longer appropriate to award such a trophy in this time of gender equality.
Michael proposed that for future World Championships this trophy should be awarded to the first lady helm.

Gate Starts
The use of gate starts at World Championships, particularly those with large fleets, was discussed. There was no objections to including them as an option however it was felt that it would necessary to have them used at National and Regional events to enable competitors to become familiar with the process.

12.  Election of Officers.

The following were elected:

13. Appointment of Officers

Chief Measurer - Michael Karas, NATA
Executive Secretary - Pete Ellis, ATC
